Freelancing in Indonesia does not come with a payslip, so nobody runs the PPh 21 maths for you at year end. The tax you owe depends on one choice you make early in the year: whether your profit is deemed with NPPN, worked out from full bookkeeping, or โ if you run a business rather than a profession โ taxed at 0.5% of turnover.
First question: profession or business?
Indonesia separates independent personal services (pekerjaan bebas) from ordinary business:
- Pekerjaan bebas โ consultants, designers, writers, translators, lawyers, doctors, accountants, artists, speakers, trainers and similar. These cannot use the 0.5% UMKM rate.
- Business activity โ selling goods, an online shop, catering, a production house with staff. These can usually use 0.5% while turnover stays within Rp4.8 billion.
Most people who call themselves freelancers โ designers, developers, content creators paid for services โ fall in the first group.
The three methods compared
| Method | Who can use it | Taxable income |
|---|---|---|
| NPPN (norma) | Individuals under Rp4.8bn turnover who notify DJP in the first 3 months of the year | Gross receipts ร norma % |
| Bookkeeping (pembukuan) | Anyone; compulsory above Rp4.8bn | Gross receipts โ real business costs |
| UMKM 0.5% final | Individuals running a business, not pekerjaan bebas | 0.5% of turnover above Rp500m |
Under NPPN and bookkeeping, you then subtract PTKP and apply the normal Pasal 17 rates of 5% to 35%. The full rules for the 0.5% scheme under PP 20/2026 are in our UMKM tax guide.
Worked example: Rina, freelance designer in Jakarta
Rina is single (TK/0, PTKP Rp54,000,000) and invoices Rp300,000,000 in 2026, all from Indonesian companies. Her real costs โ software, equipment, a co-working desk โ come to Rp90,000,000. For illustration, assume the norma for her KLU code in Jakarta is 50%.
| NPPN | Bookkeeping | |
|---|---|---|
| Gross receipts | Rp300,000,000 | Rp300,000,000 |
| Net income | Rp150,000,000 | Rp210,000,000 |
| Less PTKP (TK/0) | Rp54,000,000 | Rp54,000,000 |
| Taxable income | Rp96,000,000 | Rp156,000,000 |
| 5% on first Rp60m | Rp3,000,000 | Rp3,000,000 |
| 15% on the rest | Rp5,400,000 | Rp14,400,000 |
| Annual tax | Rp8,400,000 | Rp17,400,000 |
NPPN halves Rina's bill here, because the norma deems only half her receipts as profit while her real profit is 70%. Bookkeeping wins the other way round โ when genuine costs are higher than (100% โ norma) of receipts.
Deadline to remember: NPPN only applies if you notify DJP within the first three months of the tax year. Miss it and you are treated as keeping books โ and without proper books, DJP can estimate your income for you.
What clients already withheld
When an Indonesian company pays an individual freelancer, it withholds PPh 21 for non-employees: the Pasal 17 rate on 50% of the gross fee. For fees whose taxable half stays within the first Rp60 million, that works out to an effective 2.5%.
On Rina's Rp300 million that is about Rp7,500,000 already withheld. Under NPPN she owes Rp900,000 more when she files; under bookkeeping, Rp9,900,000. Every bukti potong is a credit, so collect them all from Coretax or your clients.
Clients abroad โ Upwork, Fiverr, overseas agencies โ do not withhold Indonesian tax, so the whole amount is yours to settle with the annual return.
Compare NPPN, bookkeeping and 0.5% for your own receipts.
Use the Freelancer Tax Calculator โIf you sell goods instead
Say Rina ran an online shop with the same Rp300 million turnover. As an individual business owner under PP 20/2026, her first Rp500 million of turnover each year is tax-free, so she would pay nothing. Above that, it is 0.5% of each month's turnover, paid by the 15th of the next month.
Filing checklist
- Make sure your NIK is activated as your NPWP in Coretax.
- By 31 March: notify DJP if you want to use NPPN for the year.
- Keep a record of gross receipts every month, plus costs if you keep books.
- Collect every bukti potong from Indonesian clients.
- File your annual SPT by 31 March of the following year and pay any balance first. See how to file your SPT.
The 50% norma in the example is illustrative only. Look up the exact rate for your KLU code and city in PER-17/PJ/2015, and confirm with DJP or a registered tax consultant whether your work counts as pekerjaan bebas.
Frequently asked questions
How are freelancers taxed in Indonesia?
Freelancers providing professional services pay income tax at the Pasal 17 rates of 5% to 35% on net income after PTKP. Net income is either deemed using an NPPN norma percentage or calculated from bookkeeping.
Can freelancers in Indonesia use the 0.5% UMKM tax?
Not if the income comes from independent personal services such as consulting, design, law, medicine or performing. Freelancers who sell goods or run a business usually can.
How much PPh 21 do clients withhold from freelancers?
Clients apply the Pasal 17 rate to 50% of the gross fee, which is an effective 2.5% on most fees. The amount withheld is a credit against your annual tax.
When do I need to choose NPPN?
You must notify DJP within the first three months of the tax year. Otherwise you are treated as keeping full books.
